Mark F. Germer

 

Mark Germer, a Principal with CCNA, has an extensive background in finance, having spent much of his career either in corporate finance or providing consulting services in the financial and economic fields. He has been responsible for managing numerous financial consulting engagements including merger and acquisition analysis as well as financial planning software development.

Mr. Germer is currently serving as a Senior Advisor to the Ministry of Energy in the Republic of Armenia through the restructuring and privatization of that country’s electric and gas industries. Among the work performed thus far in Armenia is the development of corporatization guidelines, and the development of plans to restructure the wholesale electricity market as well as tariffs at the wholesale and retail levels. Additionally, he has recently assisted the Philippines Department of Energy in the USAID-sponsored Climate Change Mitigation Program. Mr. Germer’s role in this project was to assist the DOE in the course of the country’s utility industry restructuring and energy planning processes.

Prior to forming CCNA with several others, Mr. Germer was a Vice President with EPS Solutions Inc., in which role he was responsible for all of the company’s international operations, including marketing, client support, and consulting engagements. In this capacity he provided assistance to clients in over ten different countries as diverse as Thailand, South Africa, China, Brazil, India, and Ukraine, conducting consulting engagements dealing with resource planning, profitability, and financial management.

Mr. Germer had worked previously with Metzler & Associates, where he was Principal Associate in the firm’s resource planning practice, and served in a number of high-profile management audits of some of the largest utilities in the U.S. He was typically the lead consultant in the resource and financial planning areas within these multi-million dollar engagements.

Prior to his employment with Metzler, Mr. Germer was employed by Energy Management Associates, Inc., where he was the Product Manager of PROSCREEN II. During his tenure at that company, Mr. Germer designed a number of innovative financial features of the model, including comprehensive tax law changes and capital leasing. Additionally, Mr. Germer supervised the creation of PROVIEW, a dynamic programming optimization model used to develop resource expansion plans.

Mr. Germer has testified as an expert witness in a number of U.S. jurisdictions on various utility planning-related issues, and he has published a number of papers and speeches on various planning and managerial topics. He has over twenty years of experience in the energy industry overall, and has over this period of time provided counsel to more than seventy five clients. He has a Bachelor of Arts degree from Austin College, an MBA in Finance from the University of Texas at Austin, and a Master of Arts degree in Political Economy from the University of Texas at Dallas. He is a member of the American Economic Association and the Association of Energy Service Professionals.
